refactor components.go (#4049)

the `pkg/components/components.go` file mostly serves the csv-merger and
the manifest-templator tools. However, a huge part of the code in
components.go is only used in one of these tools.

This commit moves all the tool specific code from the common
components.go file, to the related tool code, leaving only the common
parts in components.go.
