Wayland: Fix xwayland popups disappearing

For override-redirect/popup surfaces, skip the normal focus path and
simply give the surface keyboard focus

The normal focus path deactivates the previous surface, in this case the
parent, which was probably causing the popup to also unmap

Fixes #5317
