* Add backup download and restore screen for Android

Re-adds the ability to create .hez backup files and restore from them
on Android. Adds a BackupScreen accessible from the Stats page with
password-protected download, file picker for restore, and selective
restore options for all data types. Includes localized strings (en/de/es/fr)
and unit tests.
