Add testing and data migration requirements to contributing guidelines (#609)

- Require unit tests for new features and regression tests for bug fixes
- Require database migrations to preserve existing user data (Room, JPA/Hibernate)
- Update submitting changes checklist to reference new requirements
- Add matching conventions to CLAUDE.md
