fix(ci): use goreleaser publish for winget and chocolatey jobs

Replace `release --skip=build,archive,checksum,validate` with `publish`
since `build` and `checksum` are not valid --skip options in GoReleaser v2.
The publish subcommand reads pre-built artifacts from dist/ and only
runs the publish pipeline, which is the intended approach for split
release workflows.
