Add support for ELEMENTS directive in FOR XML RAW clause (#4505)

Changes: 

1. Implemented ELEMENTS directive for FOR XML RAW
2. Added ELEMENTS XSINIL for NULL handling with xsi:nil="true"
3. Added ELEMENTS ABSENT (default behavior, omits NULL columns)
4. Added JDBC tests covering various scenarios

Test Cases:

1. Basic ELEMENTS usage
2. NULL handling (ABSENT vs XSINIL)
3. Custom row names with RAW('name')
4. ROOT directive combinations
5. TYPE directive
6. Special characters and Unicode
7. Stored procedures, views, and variables
