Correctly detect non‑filterable ACI name prefixes

The previous prefix filterability probe relied on generating a short test
name, which failed to exercise the hashing path in AciNameForKey. As a
result, prefixes with length >31 but <60 were incorrectly treated as
filterable, even though real object keys would cause the name to hash to a
pure value with no embedded prefix.

This change removes the heuristic probe and instead bases the decision on
the same length limits enforced by AciNameForKey.
