Upgrade JDK from 17 to 21 in CI jobs that build the desktop module (#542)

JavaFX 21.0.2 requires JDK 21+ at runtime. The desktop tests were
failing with UnsupportedClassVersionError because QuantumToolkit (a
JavaFX 21 class) could not be loaded by the JDK 17 runtime. Source
code still compiles to Java 17 bytecode via sourceCompatibility.

Updated jobs: ci.yml (java, desktop-deb, desktop-exe),
release.yml (artifacts, artifacts-exe).
