* bundle update, yarn update, remove obsolete brakeman warning

* Use Babel transform plugins in babel.config.js for CI build

Update plugin names from deprecated proposal-* to transform-* to match
package.json and fix 'Compile Test Assets' failure (Cannot find package
@babel/plugin-proposal-class-properties).

* Unify NODE_ENV in webpack config to fix DefinePlugin warnings

Set optimization.nodeEnv: false and a single DefinePlugin for
process.env.NODE_ENV and import.meta.env.NODE_ENV to eliminate
'Conflicting values' warnings during test asset compilation.
