* Libstafdir-58 Upgrade Shakapacker to 9.5.0

Upgrade Shakapacker gem and npm package to v9.5.0, update configuration to use the v9 `javascript_transpiler` key, and refresh lockfiles/docs to keep webpack+Babel behavior while adopting the new security model.
