Implement OCI Build and Push for skill service (#3894)

Implement OCI Build and Push for skill service (#3650)

Wire OCI dependencies (Store, SkillPackager, RegistryClient) into the
skill service and implement the Build and Push operations that were
previously returning 501 Not Implemented. Replace the stub HTTP handlers
for validate, build, and push with real implementations.

Security hardening based on code review:
- Add path traversal validation (absolute path, no ".." segments)
- Add OCI tag format validation per distribution spec
- Sanitize error messages in Push to avoid leaking internal paths
