REGEX constraint operator based on RE2 (#11339)

Allow regex constraints in strategies. This uses Re2 to validate that
regexes are a small subset of regexes that do not allow for things like
catastrophic back tracking. Currently only applies to strategies. For
whatever reason segments use a different validation path and will need
additional work
