[sidecar] expose ledger APIs

Split the monolithic ledgerService struct into two focused structs:
- blockStore: block persistence, height tracking, and run loop
- blockDelivery: gRPC Deliver streaming (peer.DeliverServer)

Added a new struct named blockQuery to expose blockQuery APIs.
