chore: migrate to pyproject.toml and modernize project setup.

- Replaced setup.py with pyproject.toml for modern packaging.
- Updated minimum Python version to 3.10, added Python 3.14 support.
- Renamed publish workflow to release workflow.
- Updated GitHub Actions to latest versions (checkout@v6, setup-python@v6).
- Replaced deprecated actions/create-release with softprops/action-gh-release.
- Migrated build process from setuptools to python -m build.
- Updated development dependencies to latest versions.
- Replaced asyncio.get_event_loop() with asyncio.run() and asyncio.new_event_loop().
- Removed flake8-functions from linting tools.
- Updated tox.ini to reflect new Python version support.
