Reorganize README and CONTRIBUTING for clarity (#478)

Move technical details (REST API, database, authentication, deployment,
testing) from README into CONTRIBUTING where they serve developers.
Refocus README on features, benefits, and privacy value proposition.
Expand CONTRIBUTING with architecture overview, technology table, and
fuller build/test/deployment instructions.
