refactor: convert read to subcommand group (read record)

Renames `ingitdb read` to `ingitdb read record`, matching the pattern of
create/update/delete. Exported function renamed from ReadRecord to Read;
internal implementation uses readRecord. Prepares for future siblings
read collection, read view, etc.
