fix TestDBResiliencyYugabyteScenarios

This commit adds a cluster-level placement policy to tell
YugabyteDB's load balancer to target RF=3 for all tables.
If system.transactions was created with RF=2 due to the race,
the load balancer will detect it's under-replicated and add
the missing third replica automatically.
