Add config toggle to enable V1 explicitly

Gate all V1 protocol support behind a compile-time `v1` feature flag in
payjoin-directory. This includes the V1 fallback endpoint, V1 PSBT
screening, V1 database operations, and V1-specific error variants.

Without the `v1` feature, the directory only supports the V2 protocol
and returns a version-unsupported error for V1 requests.

The payjoin-mailroom crate forwards the feature as `v1 = ["payjoin-directory/v1"]`.
