fix(mfa): investigate and fix mfa migration tests DEV-1695 (#6692)

### 📣 Summary
The MFA migration tests have been failing inconsistently in the github
automated pytest check. This update makes it easier to understand why it
may eventually fail again, and also avoids failures due to TOTP timing
issues by using freezegun.
