Add --base-ref and --skip-finalize CLI flags (#117)

* feat: add --base-ref and --skip-finalize CLI flags

--base-ref (-b) overrides default branch for review diffs with
precedence: CLI flag > config default_branch > auto-detect.
--skip-finalize disables finalize step even when enabled in config.

Related to #116

* fix: add commit hash support in resolveRef and doc fixes

add rev-parse fallback in resolveRef() so DiffStats works when
--base-ref is a commit hash or tag. update README template variables
table to mention --base-ref override for {{DEFAULT_BRANCH}}.
