chore: replace CLAUDE.md with references to shared .github instructions (#4542)

## Summary

- Replace the standalone `CLAUDE.md` (205 lines of duplicated content)
with a lean pointer file (44 lines) that references the shared
`.github/` documentation
- Ensures all AI coding agents (Claude Code, GitHub Copilot) follow the
same single source of truth
- No more maintaining duplicate instructions across `CLAUDE.md` and
`.github/copilot-instructions.md`

## What changed

The new `CLAUDE.md` contains:
- Links to `.github/copilot-instructions.md` as the primary reference
- Links to domain-specific instructions (`instructions/` folder)
- Links to agent specializations (`agents/` folder)
- A minimal quick reference for the most common commands

## Test plan

- [ ] Verify Claude Code reads the referenced files when working on the
repo
- [ ] Verify no broken links in the markdown references
