Fix stepsRecyclerView not visible in Maestro test when empty (#418)

The RecyclerView with wrap_content height measures to 0dp when the
adapter has no items, making it invisible to Maestro's assertVisible
check. Add minHeight="48dp" so the view remains visible even with an
empty step list.
