Cache pacman sync database in Dockerfile to fix stale mirror 404s

The pacman package cache was mounted but not the sync database,
causing the database to refresh each build while stale packages
remained cached. This led to 404 errors when mirrors no longer
had the old package versions. Caching /var/lib/pacman/sync keeps
the database consistent with the package cache across builds.
