Add message size validation to gossip engine (#26)

Validate envelope fields early in HandleIncoming (before dedup, crypto,
and forwarding) to prevent amplification of oversized messages across
the mesh. Reject payloads > 64 KB and identifier fields > 128 chars.

Closes #17
