Code quality: fix all lint issues, add CI lint action, increase test coverage

- Add golangci-lint v2 config (.golangci.yml) and CI lint workflow
- Fix all lint issues across the codebase (errcheck, staticcheck, govet)
- Pin GitHub Actions to full commit SHAs for supply chain security
- Increase test coverage by +15pp with new tests for logging, noise,
  proto types, config, identity, SSH server, and transport packages
- Fix SonarCloud code smells: reduce string duplication (S1192),
  cognitive complexity (S3776), and hardcoded IPs (S1313)
- Fix data race on Server.listener field with mutex protection
- Address Copilot review: harden Serve(), drain errCh, portable test
  paths, log store.Close() error, skip permission test as root
- Add sonar.sh for local SonarCloud analysis
