Add ConstZero, ConstOne, ConstBounded for FixedUInt (#61)

* Add ConstZero, ConstOne, ConstBounded for FixedUInt

Implements the const-compatible identity traits for FixedUInt:
- ConstZero: zero(), is_zero(), set_zero()
- ConstOne: one(), is_one(), set_one()
- ConstBounded: min_value(), max_value()

The num_traits equivalents (Zero, One, Bounded) now delegate to
these const implementations. #58

This introduces method name ambiguity between ConstZero/Zero and
ConstOne/One, requiring explicit trait qualification (e.g.,
`<Self as Zero>::zero()`) at call sites. All affected call sites
in fixeduint.rs have been updated.

This enables ConstSaturatingAdd/Sub to be implemented in the next PR,
as they depend on ConstBounded and ConstZero respectively.
