Add ConstWrappingAdd/Sub and ConstCheckedAdd/Sub traits (#60)

Adds four new const-compatible traits:
- ConstWrappingAdd: wrapping addition for const contexts
- ConstWrappingSub: wrapping subtraction for const contexts
- ConstCheckedAdd: checked addition returning Option for const contexts
- ConstCheckedSub: checked subtraction returning Option for const contexts

Each trait is implemented for primitives (u8-u128) and FixedUInt.
The num_traits equivalents now delegate to these const implementations.

This is part of the effort to make FixedUInt fully const-evaluable on nightly.
Saturating traits (ConstSaturatingAdd/Sub) will be added in a future PR
after ConstZero/ConstOne/ConstBounded are implemented for FixedUInt.
