fix: set storage user config from UI (#3163)

### Problem

The storage user config is not updated when using the UI for configuring
storage. As side effect, the command `agama config show` does not show
the correct storage config. Moreover, applying a config without a
storage section resets the storage config to the lastest stored user
config, which can be different to the config applied from the UI.

### Solution

Update the user config when a storage model is set. Now, applying a
storage model is translated to a regular "set config".

Morover, the bootloader is automatically calculated when storage is
re-probed or re-activated.
