Add MenuBar to TUI and extract shared BlogCommands

Extract command logic from CommandPalette into a shared BlogCommands
class so both the new MenuBar and CommandPalette can reuse it. This
also decouples CommandPalette from NvimEditorView, enabling it to
work in --no-nvim mode.
