Migrate to TimeWarp.Nuru v3 and Nuru endpoints

Upgrade project to TimeWarp.Nuru v3 and convert mediator-based commands to Nuru endpoints. Updates include: bump TimeWarp.Nuru to 3.0.0-beta.46 and add InterceptorsNamespaces entry in the csproj; replace TimeWarp.Mediator IRequest/IRequestHandler usage with TimeWarp.Nuru ICommand/ICommandHandler, returning ValueTask<Unit> (handlers now return default); annotate command classes with NuruRoute/Parameter/Option attributes and add descriptive parameter metadata; update Program to use NuruApp.CreateBuilder(), Microsoft DI integration, configuration binding, service registrations on builder.Services, DiscoverEndpoints() and a simplified Build/Run pipeline. Small adjustments to command handler implementations and method signatures to match the new Nuru API.
