service: Fix check for iSCSI startup mode (#3161)

## Problem

The backend does not look for the correct data when checking if the
startup mode has changed for a given iSCSI target.

## Solution

Check the right data.

This also helps to mitigate a current severe problem cause by the
backend executing too many discoveries.
