feat: edge hmac issue token request (#11290)

- Adds necessary tables to perform HMAC authentication of issue-token
requests
- Hardcodes a single client id `enterprise-edge`
- EDGE_MASTER_SECRET and EDGE_CLIENT_SECRET must be set in order for
this to be certain.
- Tested with a built node client and with Edge using
https://github.com/Unleash/unleash-edge/pull/1424 changes.
- Adds test verifying that requests that fail verification is rejected.
