Fix Gradle plugin error by replacing invalid cacheableWhen with cacheIf (#351)

The `outputs.cacheableWhen()` method does not exist in Gradle 8.14.3,
causing a build failure when applying the Java plugin. Replace with the
correct `outputs.cacheIf { false }` API to disable test task caching.

Also fix a corrupted sed expression in the Gradle wrapper script that
mangled JVM arguments during shell eval processing.
