Enable JaCoCo unit test coverage for Android debug builds (#339)

AGP 8.x defaults enableUnitTestCoverage to false, so
testModernDebugUnitTest and testLegacyDebugUnitTest never
produced .exec files. The jacocoTestReport task then had no
execution data to aggregate, resulting in empty coverage
reports in CI.
