Use pre-built artifacts for Docker images in CI and release (#337)

Add a `prebuilt` stage to each Dockerfile that accepts pre-built
artifacts directly, eliminating redundant builds. CI and release
workflows now download artifacts from earlier jobs and use
`--target=prebuilt`, while local `docker compose` continues to use
the default multi-stage build.
