Consolidate CI workflows to eliminate duplicate builds (#335)

Merge build.yml, frontend.yml, coveralls.yml, and docker.yml into two
files: ci.yml (push/PR) and release.yml (release published).

Key optimizations:
- Single ./gradlew build replaces duplicate builds in build.yml and
  coveralls.yml
- Frontend build job reduced to type checking only (npm run check),
  since Gradle already runs npm run build for website/homepage
- Coveralls uploads happen in the same job as the build
- Docker push-to-latest (push events) moved into ci.yml
- Docker semver-tagged images (release events) moved into release.yml

Non-build workflows (coderabbit-retry, semver-label, release-auto-draft)
are kept as separate files.
