chore: disable passphrases in password check (#11308)

Disables passphrases when validating passwords.

You can read more about passphrases in the
[owasp-password-strength-test](https://www.npmjs.com/package/owasp-password-strength-test)
docs, but in short, passwords that are 20 characters or longer are
treated as passphrases and are exempt from the usual complexity
requirements. We would prefer to keep this behavior for UX consistency.
