Commit Message

Optimize analysis script to only process boost-affected observations

Restrict both analysis and update modes to observations where the
algorithm change actually applies, using a SQL query that encodes all
4 boost_vote? conditions. Also add wall-clock timestamps and elapsed
time to progress lines, and stop overwriting previous progress output.
