feat: add cache export/import for air-gapped deployments (Phase 3)

Phase 3: Distributable Cache
- Add GET /v1/cache/export - exports all cached reports as JSON
- Add POST /v1/cache/import - imports pre-warmed cache with options:
  - overwrite: replace existing entries (default: false)
  - ttl: custom TTL for imported entries
- Add GET /v1/cache/stats - cache statistics by ecosystem
- Add comprehensive tests for export/import round-trip

Documentation:

- Updated README.md with feature overview and examples
