Remove metadata from Archiving requests (#4842)

## Description

To be merged with https://github.com/Clinical-Genomics/servers/pull/1778. When changing S3 bucket for the K storage we will stop sending metadata with the files. This PR makes certain the request contains an empty list instead of metadata which is not configured for the new bucket.

- No metadata is sent when archiving files at K.
