refactor(service): consolidate magic numbers into constants module (#927)

Extract scattered configuration constants from 6 files into a centralized
`constants.rs` module with comprehensive documentation.

Constants consolidated:
- HTTP: client timeout (30s)
- Database: pool timeout (30s), max connections (50)
- Rate limiting: burst sizes and replenish intervals for misc/static endpoints
- TAP: grace period (60s), queue size (1000), batch size (100)
- Status queries: max size (4KB), max nesting depth (10)
- Monitoring: dispute manager poll interval (1h)
