Update consensus algorithm to boost sub-max agreeing votes

When a user's highest vote is below "I'd Call It That" and the naming
already has a higher vote from someone else, the algorithm now treats
the sub-max vote as agreement at the naming's max level with reduced
weight. This fixes the long-standing issue where "Promising" votes
from agreeing identifiers would paradoxically lower the consensus.

Includes analysis/migration script, tests, and algorithm documentation.
