Per #3109, error when LOOP_ORDER is set and code to handle legacy configuration settings is executed. Previously, it would warn and set the proper settings to preserve backwards compatibility pre v5.0.0. Now, it will error with a message to instruct users how to update their config to get the same behavior they have been getting. Update tests to properly test for the error
