Feature #2570 file_type (#3203)

* Per #2570, add function handle_file_type to consistent handle setting file_type for fcst/obs/ens dictionaries. Added support for settings these for EnsembleStat and MTD wrappers. Added GRID_DIAG_FILE_TYPE variable as well

* fix broken support for MET config dictionaries that don't have sub-directories

* Per #2570, add docs and tests for new configs

* use raw strings to prevent escape sequence warning on build doc script

* Per PR #3203 review from @JohnHalleyGotway, update glossary entries to use recommended variable names and added missing item

* remove duplicate entries
