fix: 304 updates when non-environment events change a flag (#11282)

## About the changes

This PR fixes a regression introduced in **v7.2** where
**non-environment changes** that still affect the **environment-scoped
feature payload** were not propagated to polling clients.

In v7.2, the revision / ETag calculation was tightened to be
environment-aware. However, some changes that are *not explicitly scoped
to an environment* (e.g. archive, move feature, parent flag changes,
impression data updates) still affect the features returned for a given
environment. Because these changes did **not update the environment
revision**, polling clients would keep serving stale data indefinitely.

This PR updates the revision calculation to ensure that **any change
that affects the environment response also bumps the environment
revision**, allowing polling clients to detect and fetch updates
correctly.

This restores the behavior observed in v7.0–7.1.x, while keeping the
environment-scoped revision model introduced in v7.2.

## Discussion points

- Tests were not capturing these issue because they're validating the
syntax of the ETag, not the semantics of the response. We'll adapt them
in a follow-up PR to make them more robust.
