Migrate encoder and decoder to use dns_erlang helpers (#325)

Note that changes are mostly removing a ton of code, as now dns_erlang does those things very well. Changes in tests are minimal, only about how errors are reported (we don't use throw anymore but error as best erlang practices). Otherwise tests are not even removed so we can be relatively sure behaviour for the tested cases does not even change. It is on the edge-cases that dns_erlang did the job of checking them all.
