fix(userReports): fix missing service usage for infinite plans and null `last_updated` in user reports DEV-1674 (#6680)

### 📣 Summary
Fixed missing usage statistics for accounts with "infinite" plans and
ensured the `last_updated` is always populated in user reports.

### 📖 Description
This PR addresses two issues in the `/api/v2/user-reports` API:

1. Resolved a bug where usage balances (submissions, storage, etc.)
appeared as empty or null for users on "infinite" plans, these now
correctly show the usage amount against an unlimited limit.
2. Fixed an issue where the `last_updated` field was missing for users
who do not belong to an organization, it now defaults to the time the
report was generated.
