## Description

Closes: [Clinical-Genomics/cg#4814](https://github.com/Clinical-Genomics/cg/issues/4814)
This PR removes the upload of the d4 file to Scout for Raredisease cases.

### Added
- Test coverage for raredisease_config_builder
### Changed
- Removed the d4 file tag from RAREDISEASE_SAMPLE_TAGS and the d4_file model attribute from ScoutRarediseaseIndividual.
- Removed fetching of the d4 file in raredisease_config_builder.
