Add run_name and unique_id (#4860) (minor)

### Added

- Support in the metrics parser to parse the Pacbio run metadata XML file.
- Pydantic objects to extract `run_name` and `unique_id` from the XML file.
- Dummy metadata file for the fixture

### Changed

- The PacbioSequencingRunDTO to include `run_name` and `unique_id`
- The Pacbio Store service to persist the `run_name` and `unique_id` from the DTO to the PacbioSequenicngRun table in StatusDB
- The Pacbio Housekeeper Store service to save the `metadata.xml` file to the smrt cell bundle with tag `smrt-link-metadata`.
