Add `[docker].push_on_package` subsystem option (#23051)

Broken out from [this
PR](https://github.com/pantsbuild/pants/pull/23037).

This let's us control the behavior of `pants package` for `docker_image`
targets where the packaging itself would push an artifact. In a
subsequent PR I will implement "push packaging" for `docker_image`
targets as part of the `publish` goal, but since this is currently the
recommended option when [using buildx with Kubernetes
drivers](https://www.pantsbuild.org/2.29/docs/docker#using-buildx-with-kubernetes-drivers),
I thought it best to preserve this behavior.
